provide decision-makers with a real security situation, ensuring that they can anticipate conflicts, to ensure the ability to preempt conflicts prior to them manifesting in violence and deploy resources quickly and efficiently to contain conflicts and resolve acts of violence.<\/p>\n Neutral Security Forces<\/strong><\/p>\n \u00a0Libya\u2019s current security forces abuse partisan issues and contribute to Libya\u2019s insecurity. As a country, we must develop a digital information system that merges together data from all local and national security services to provide decision-makers with the ability to preempt conflicts prior to them manifesting in violence and deploy resources quickly and efficiently to contain conflicts.<\/p>\n Our police will have law enforcement authority, which means that they can conduct investigations and carry out arrest and habeas corpus; training police in policing, rather than combat missions, makes it more prepared for dealing with militiamen.<\/p>\n Quick Response Force<\/strong><\/p>\n Security is a necessity at all levels of government.
