My Plan for Libya<\/strong><\/h4>\n<\/strong><\/p>\nDeveloping a National Strategy<\/strong><\/p>\nIn order to move forward, Libya must establish a national infrastructure plan that would extend appropriate social and economic infrastructure throughout Libya. Such a plan would require the reevaluation of national projects that are currently on hold. A national infrastructure fund is also necessary in order to stimulate job creation, economic growth, and productivity.<\/p>\n
Developing Municipal Strategies<\/strong><\/p>\nMunicipal development and investment plans for each of Libya\u2019s municipalities will support growth and development. Such plans will integrate land use planning with infrastructure investment. The creation of a municipal bond market will enable municipalities to fund capital projects in their communities by attracting outside investment. A municipal bond market also provides residents with an opportunity to invest in their community.<\/p>\n
Access to Information<\/strong><\/p>\nWe must work to develop a national information and communications technology strategy to build world class infrastructure that increases high-speed broadband access for households and businesses and promotes accessibility to key government services.<\/p>\n
