Eighteen Libyan political parties and movements issued a joint communiqu\u00e9 after reviewing the recommendations of the Libyan consultative meeting that was organised by the Centre of Humanitarian Dialogue (HD Centre) in Geneva. The joint communiqu\u00e9 said it was imperative for everyone to support the direct Presidential and Parliamentary elections on 24 December, or it could herald dire repercussions for Libya.<\/strong><\/p>\n\n\n\n

The Centre of Humanitarian Dialogue (HD Centre) convened last week a 3-day political consultation in Switzerland to address Libya\u2019s political process since the ceasefire declarations in August 2020 and the upcoming 24 December elections. The HD Centre brought together 50 Libyan participants that it selected, including members of the House of Representatives (HoR), the advisory State Council, and the Libyan Political Dialogue Forum (LPDF).<\/p>\n\n\n\n

Yesterday, Sunday, the HD Centre issued a basic statement, quoting their director for the Middle East and North Africa Romain Grandjean, who said: \u201cIn light of recent developments, HD reiterates its commitment to the Libyan political process and the holding of elections as outlined in the Roadmap and in line with the will of the Libyan people.\u201d He added, \u201cWe also reiterate our support to Libyan institutions in advancing the political process and the path towards elections.\u201d<\/p>\n\n\n\n

However, a joint communiqu\u00e9 by 18 Libyan political parties and movements said they reviewed the outputs of the Libyan Consultation meeting and emphasized that there should be no favouritism or imbalance by the Centre of Humanitarian Dialogue (HD Centre) regarding which parties are to be invited to dialogues. They also stressed, among other points, that it is critical to \u201censure that the electoral entitlement of the Libyan people is held on time, sanction the obstructionists, and respect the results of the elections by all parties, and provide technical and logistical assistance to the High National Elections Commission.\u201d<\/p>\n\n\n\n

COMMUNIQU\u00c9 BY THE LIBYAN PARTIES AND MOVEMENTS COORDINATION
ON THE RECOMMENDATIONS OF THE LIBYAN CONSULTATIVE MEETING IN GENEVA<\/strong><\/p>\n\n\n\n

The Libyan political parties, movements, organizations, and civil society institutions, signatories to this statement, reviewed the outputs of a three-day consultative meeting held in Geneva, Switzerland (15-17 September 2021) under the auspices of the Centre for Humanitarian Dialogue (HD).<\/p>\n\n\n\n

While appreciating the efforts of the Centre for Humanitarian Dialogue (HD) and all international and regional efforts to encourage and facilitate dialogue among all parties in order to reach consensus, we demand that there will be no favouritism or imbalance in inviting these parties to dialogue, and we affirm the following points:<\/p>\n\n\n\n

(1) Stressing on the implementation of the provisions of the Roadmap adopted by the Libyan Political Dialogue Forum (LPDF), and included in the UN Security Council Resolution No. (2570) of 2021.<\/p>\n\n\n\n

(2) Adhering to the holding of direct and simultaneous Presidential and Parliamentary elections on their scheduled date on 24 December 2021, because otherwise the repercussions will be dire at all levels, and the least will be the division and fragmentation of the country, the renewal of the armed conflict, and the return to square one.<\/p>\n\n\n\n

(3) Affirming that the Libyan House of Representatives is the sole Legislative Authority in Libya with the competence and jurisdiction to issue legislation and laws pertaining to all the requirements of the Presidential and Parliamentary general elections scheduled to be held on 24 December 2021, and in coordination with the High National Election Commission (HNEC) to ensure the integrity of these elections.<\/p>\n\n\n\n

(4) Urging and supporting efforts seeking to bring the opposing viewpoints closer to reach a consensus that guarantees the non-use of force and acceptance of the results of the upcoming general elections.<\/p>\n\n\n\n

(5) Calling on the UN Security Council, the League of Arab States, the African Union, and the European Union, to compel the stakeholders to fully abide by UN Security Council Resolution No. (2570) of 2021, and the outputs of the Berlin Conference (I) and (II), and work to ensure that the electoral entitlement of the Libyan people is held on time, sanction the obstructionists, and respect the results of the elections by all parties, and provide technical and logistical assistance to the High National Elections Commission.<\/p>\n\n\n\n
