The Issues
Working together, we won the right to determine our own destiny. Today, after more than a decade, our journey to free ourselves from tyranny and ideology still continues.
We face a serious choice about what kind of country we are going to build, and we must implement radical socio-economic transformation to move Libya forward. More than ever before, we must work together to promote nation building, unity, and socio-economic progress.
Moving Libya forward requires a clear, bold, and decisive plan of action to address a wide range of issues. Nayed’s plan to move Libya forward is a plan for reform, growth, and opportunity. He is committed to hitting the ground running with a robust agenda for immediate change.

SAFEAref’s Plan to Move Libya Forward |
A comprehensive, nationwide ceasefire involving all relevant parties must be pursued to ensure a conducive environment for national dialogue. Cessation of all hostilities should be followed by an inclusive national dialogue and reconciliation process that advances alternatives for power-sharing and is focused on moving Libya forward. The ultimate goal of national dialogue and reconciliation is to achieve sustainable peace, stability and justice through the rule of law and respect for human rights. |
UNITED & OPENAref’s Plan to Move Libya Forward |
Libya must become a unified and proud nation with common goals, a shared heritage, national pride, and a commitment to stability. We must stress belongingness to one nation while embracing our mix of cultures, customs, languages, and traditions. We also need to define a productive role for our country as a member of the global community. |
CARINGAref’s Plan to Move Libya Forward |
Libya lacks a shared vision for the future. Unfocused, reactionary, and sporadic governance must be replaced by citizen-centric governance, with a focus on citizens’ current and future needs. We need to reinvent our government institutions to move beyond bureaucracy to serve our citizens. Our municipal governments must be empowered to rebuild strong, prosperous communities that provide sufficient public services, housing, transport, and employment. |
FAIRAref’s Plan to Move Libya Forward |
Serious human rights violations are taking place in our country. Indiscriminate violence is causing us to live in fear. This environment of fear has pushed Libyans to seek justice through violence rather than legal means. Instead of extending fundamental rights to every citizen, our ongoing conflict has limited rights due to the concentration of power in the hands of armed groups. |
HEALTHYAref’s Plan to Move Libya Forward |
Libya’s healthcare system is overburdened, underfunded, and outdated. For citizens’ lives and livelihoods and our country’s future, we need healthcare reform urgently. Our healthcare system lacks specialists in medical fields important to meeting the needs of the youth, veterans, and the elderly such as maternal and mental health, non-communicable diseases, and substance abuse. |
SMARTAref’s Plan to Move Libya Forward |
While Libya has made significant gains in educational access and equity, our education system faces significant challenges. We need to transform our education system to prepare Libyans for the jobs of the future. This will require us to address issues such as poor quality instruction, inadequate facilities, and alignment of the education system with the needs of our economy. |
PROSPEROUSAref’s Plan to Move Libya Forward |
For too long we have relied almost exclusively on oil and gas to drive our economy and fund government expenditures. We must diversify our economy into new high-value-added sectors by creating a thriving private sector that can offer attractive employment opportunities for our youthful population. This will require sound economic policies that support investment, entrepreneurship, and employment generation. |
CLEANAref’s Plan to Move Libya Forward |
Libya’s natural resources and their contribution to development remain vulnerable to mismanagement, unsustainable practices, and conflict. The benefits from our country’s natural resources must be shared by all citizens through investments in infrastructure, institutions, and quality public services that improve our quality of life. Together we must take steps to develop a clean energy economy and protect the environments in which we live and work. |
