While Libya’s most populous urban centers will likely attract investment, smaller urban centers may attract little infrastructural and industrial investment. Without national infrastructure that connects all Libyan cities and towns, citizens are left without access to quality education and social services.

My Plan for Libya

Developing a National Strategy

In order to move forward, Libya must establish a national infrastructure plan that would extend appropriate social and economic infrastructure throughout Libya. Such a plan would require the reevaluation of national projects that are currently on hold. A national infrastructure fund is also necessary in order to stimulate job creation, economic growth, and productivity.

Developing Municipal Strategies

Municipal development and investment plans for each of Libya’s municipalities will support growth and development. Such plans will integrate land use planning with infrastructure investment. The creation of a municipal bond market will enable municipalities to fund capital projects in their communities by attracting outside investment. A municipal bond market also provides residents with an opportunity to invest in their community.

Access to Information

We must work to develop a national information and communications technology strategy to build world class infrastructure that increases high-speed broadband access for households and businesses and promotes accessibility to key government services.
