Peace, security, and the rule of law are prerequisites for sustainable development. Libya will only secure progress by preventing further conflict through reconciliation, professionalizing security institutions, ensuring equitable access to justice, and maintaining law and order through transparent and accountable institutions that respect human rights and protect fundamental freedoms. Without establishing a peaceful society, Libya’s political, human, and economic development will continue to be stalled by conflict. Libya must establish justice and the rule of law as a foundation for future prosperity.

Transparency and Accountability

The future success of Libya depends on the transparency of government institutions. Deception, secrecy, and corruption that have been some of the hallmarks of previous Libyan governments. We need to reshape government institutions to reflect ideals of honor, integrity, and faith. We must restore public trust to government institutions. By increasing transparency regarding political party platforms, financing, and media relationships, the government can reassure Libyans that their elected officials have Libya’s best intentions at heart. Libya must seek to make all government officials, individuals, and private entities equally accountable to the law.

Goals to Meet

To solidify a better future, justice must be delivered by an independent judiciary in a timely manner by a well-trained cadre of professionals who are sufficient in number and have adequate resources at their disposal. The role of judges and prosecutors in the supervision of prisons must be clarified to ensure that prisoners are afforded their rights, and training for prison administrators must be enhanced to upgrade the level of security in prisons. Fundamental rights, including the security of persons and property and the freedom of speech and association, must be protected. Human rights violations must also be prosecuted and unlawful detainments eliminated.
