I see a Libya with a clear vision of the future and agreement on what kind of country we will build. Together we need to find workable solutions to key security, economic, human development, and governance challenges that Libyans face today through national dialogue. This will require expanded platforms for Libyans to engage with elected representatives on the issues that matter to them. We need to bring youth voices to the forefront so our nation’s young people can participate in important decisions that will shape the future of our nation. We need to redress the mistrust in our government institutions that feeds frustration and leads to violence.

I see a Libya that provides essential services to all citizens and municipalities and operates in an efficient, effective, transparent, and accountable manner. The participation of citizens, independent media, and civil society institutions in policy making and service delivery is fundamental to providing a check on the government. We need to reinvent our government to be more responsive to citizens. This requires an attitudinal change in public service that values transparency and accountability to the citizens of the country.

I see a Libya that provides its communities with exceptional basic infrastructure and services such as safe drinking water, electricity, waste disposal, public transport, telecommunications, health and education facilities, and recreational outlets. Sufficient and affordable housing is critical for building strong and prosperous communities. Vibrant local economies which can provide jobs are needed urgently. Community institutions, such as cultural, sport, and recreation facilities, are crucial to reigniting a sense of local pride and belonging and promoting social cohesion.

I see a Libya that provides adequate care for the injured, for the elderly, for the critically ill, for those with special needs. I see a Libya with a social contract that can successfully address widespread youth unemployment, social exclusion, juvenile delinquency, and substance abuse. I see a Libya that provides a nurturing environment for all Libyans; a Libya where all our people are better educated, healthier, and more prosperous than at any time in our history.
