Why it Matters 

The lack of effective security institutions has allowed armed groups to use force against citizens, foreigners, politicians, state institutions and assets, religious monuments, and rival armed groups, Illicit trafficking in human beings, drugs, weapons and subsidized goods has led to widespread corruption, enabling these groups to take control of their hands, led to the future of the country’s dependence on these groups and prevented Libyans from experiencing normality and a sense of security.

Networks of Security

We need to develop a digital information system that merges together data from all local and national security services to provide decision-makers with a real security situation, ensuring that they can anticipate conflicts, to ensure the ability to preempt conflicts prior to them manifesting in violence and deploy resources quickly and efficiently to contain conflicts and resolve acts of violence.

Neutral Security Forces

 Libya’s current security forces abuse partisan issues and contribute to Libya’s insecurity. As a country, we must develop a digital information system that merges together data from all local and national security services to provide decision-makers with the ability to preempt conflicts prior to them manifesting in violence and deploy resources quickly and efficiently to contain conflicts.

Our police will have law enforcement authority, which means that they can conduct investigations and carry out arrest and habeas corpus; training police in policing, rather than combat missions, makes it more prepared for dealing with militiamen.

Quick Response Force

Security is a necessity at all levels of government. As such, we need a national police force that can be quickly deployed to support civil law enforcement agencies when needed while enhancing the capacity of the national and local police service to achieve the UN recommended police to population ratio of 1:450.
