Envoy on Behalf of the Libyan House of Representatives

In light of the acrimonious dispute regarding legitimacy between the Libyan House of Representatives (HoR) elected in 2014 and the General National Congress (GNC) that had been elected in 2012, the HoR was very much in need of assistance in presenting its case on the international stage.

The HoR needed experienced people who could provide such representation and who had the necessary reach within international circles, so Nayed was called upon to be one of the key Envoys on behalf of the House of Representatives.

The national elections on 7th July 2012 were a very positive and uplifting moment for the people of Libya, who had endured so much before, during and following 2011.

By the time of the parliamentary elections of June 2014, so much of the positivity had been eroded as armed militia had continued to usurp the powers that the Libyan people thought they had granted to their elected representatives.

What ensued following the 2014 elections was a further imposition of power over the will of the people as expressed by their votes. The House of Representatives that resulted from the election endeavoured to assert itself, but was ultimately forced to operate from the eastern Libyan city of Tobruk, while the General National Congress refused to hand over authority and to deny the legitimacy of the elected House of Representatives.

Given this, the HoR were in great need of strong and well-connected advocacy on the world stage in order to adequately present their views of the situation in the country. The speaker of the House of Representatives, Chancellor Aguila Saleh, therefore duly appointed Nayed to act as Special Envoy to the US, UK, EU and the African Union.
