The lack of effective policies, the lack of legal and institutional frameworks, and the absence of accountability at various levels of leadership and governance have harmed national aspirations. Although the driving force behind our experience in trying to build our country has so far been launched through our collective ambition for social, economic and democratic transformation—much more, however, can and must be done for Libya. We can achieve much more if we share a clearly defined vision to guide our collective efforts. There is an urgent need to integrate our development policies and efforts to chart a better future for Libya.

My Plan for Libya

Long Term Planning

Because little attention was paid to long-term planning since 1969, Libya has had a relatively short experience in development sustained and comprehensive planning. Previous national planning initiatives were developed with mixed results, damaged the country’s prospect for growth and development, and were poorly implemented. After four decades of authoritarianism and a decade since 2011 of total chaos in governance, Libyans demand better ways forward and deserve a national development vision that addresses their current and future needs and aspirations.

Multi-phased Transformation

My vision for Libya will be implemented in two successive phases to ensure its success. The first phase focuses on stabilization and reconstruction through reconciliation at the Libyan state and community levels, while pursuing in parallel priority economic, human development, and public sector reforms. The second phase focuses on achieving sustainable growth through private sector development, investing in large-scale infrastructure programs and structural reforms to ensure merit-based, performance-oriented, transparent and accountable public sector reform that has zero-tolerance for corruption.

Accelerated Development

It is achievable visions that determine the potential opportunities for accelerating development and the challenges that need to be overcome by Libya. I seek to instill the values of humility, courage and determination to rise to the challenges at the level of individual, community, and nation. By offering a shared vision focused on immediate change, my vision for Libya aims to mobilize efforts to meet the aspirations of the Libyan people and serve as the catalyst for us to push forward with determination and strength towards reconstruction and recovery as quickly as possible.
