The Libyan government regularly expropriated private land, housing, commercial and industrial property, and farm land for redistribution to certain individuals and groups. Lack of clarity surrounding property rights and ownership makes it difficult for individuals to provide collateral necessary for securing capital for economic activity and poses major challenges to mobilizing investments for growing and diversifying the economy.
