I see a Libya that has the political courage to begin the process of resolving complex property conflicts, restituting those wronged, and privatizing key economic sectors. We need to deploy a mechanism for peacefully settling land disputes.We need to establish a proper system for transferring titles to land that will allow landowners to be able to put up collateral for loans. I see a Libya where the government is not involved in providing services and products that can be delivered more efficiently by the private sector; a Libya where key economic sectors such as utilities, oil and gas, agriculture, education, transportation, construction, real estate, and manufacturing benefit from private ownership and investment.

I see a Libya with a competitive and vibrant economy. A Libya with knowledge-based industries and a thriving private sector that offers our youth high skill, high wage jobs and eliminates fictitious jobs. A Libya focused on training the next generation of workers to compete in a global economy. I see a Libya with an economy founded on sound economic principles like entrepreneurship and innovation. We must support our next generation of innovators and small and medium businesses with policies, funding, and training to succeed. This must include a commitment to reforming our banking system to support investment and growth. Where subsidies are at odds with sustainable development, contribute to overconsumption, and generate illicit activity, we must have the political courage to reconsider them.

I see a Libya with modern infrastructure that connects all our cities and towns with paved roads, telecommunications facilities, electricity, and water. Where infrastructure disparities that perpetuate uneven regional development, tension, and poverty are resolved. I see a Libya with a structured public investment planning process that prioritizes national infrastructure investments which will have the most impact on improving our nation’s quality of life.
