Rebels Plan U.N. Talks

DUBAI—Libya’s rebel leaders are expected to meet with United Nations’ representatives in coming days to discuss stabilization plans for the country, as part of their efforts to solicit international financial and political aid to Libya after the presumed collapse of Col. Moammar Gadhafi’s regime.

Rebel representatives in Dubai began discussions with U.N. representatives late Wednesday to help stabilize a post-Gadhafi Libya and address shortages of medicine, food and fuel.
