Egypt Condemns Ankara’s Signing of a Security Agreement with Fayez al-Sarraj: He Does Not Recognize It

28/11/2019

Egypt announced its condemnation of the announcement of Ankara signing with Libyan Prime Minister Fayez Al-Sarraj on two memoranda of understanding in the field of security cooperation and in the field of maritime zones.

The Ministry of Foreign Affairs confirmed, in a press statement, that such memoranda have no legal effect, as they cannot be recognized in light of the eighth article of the “Skhirat” political agreement on Libya, which the Libyans have agreed upon, specifies the powers vested in the Cabinet of Ministers, as it explicitly states that The Council of Ministers as a whole, and not the President of the Council alone, has the power to conclude international agreements.
