Further to our best greetings,
The Libyan Parties and Movements, hereby, extend their deep thanks and appreciation to your esteemed Council for your exerted efforts to end the causes of the ongoing Libyan crisis, put an end to all forms of suffering that the Libyan people are going through, and save Libya from the state of insecurity and instability.
While we are following your highly appreciated efforts with gratitude, and in light of the meeting of your esteemed council scheduled for today, Thursday, the fifteenth of July 2021 to discuss the development of the Libyan crisis, we would like to affirm the following:
First: The Libyan people were deeply disappointed by the scenes of failure and absurdity that marred the sessions of the recent meeting of the members of the Libyan Political Dialogue Forum (LPDF) Committee, which ended with the complete inability of this Forum to carry out the tasks set out in the Political Agreement and approved by your esteemed Council to formulate a constitutional rule according to which the direct Presidential and Parliamentary elections are implemented on their stipulated date of December 24, 2021.
Second: We are closely following, with great disapproval, the state of indifference and procrastination shown by Libyan authorities, in different manifestations, and their reluctance to implement the constitutional rule and other required obligations to enable the High National Elections Commission (HNEC) to fulfill the requirements of implementing the elections on time.
Third: The Libyan people, while they are eagerly awaiting the holding of this national entitlement on time, are aware of your esteemed Council’s keenness to fulfill the international commitments approved by the Berlin Conference (I) and (II), as well as the UN Security Council Resolution No. 2570, and are looking forward to the Security Council exercising its powers and firmness towards all concerned so that the Libyan people are not denied their inherent right to choose their Head of State and their members of the Parliament via free, fair and direct elections.
In conclusion, we look forward with increasing optimism to the Security Council playing its role in helping and supporting the Libyan people and not compromising their legitimate rights represented in holding the elections on their scheduled date.
