Nayed explained in a letter addressed to Stephanie Williams that the United Nations ignored the aforementioned list sent by the elected Libyan parliament in 2015 and chose Fayez al-Sarraj, even though he was not among the names included in the aforementioned list in a move that essentially caused Al-Sarraj to twice fail to gain confidence. Parliament, the result of five disastrous years of division and conflict, during which Libya was ruled by an executive authority, which was categorically rejected by the elected legislative body, which was confirmed by all the binding legal rulings issued by the Libyan courts in the cases brought before it clearly and without equivocation.
