The Chairman of the Libya Institute for Advanced Studies and candidate for the upcoming Libyan presidential elections, Dr Aref Nayed considered that the most important reason for the Tripoli clashes is the lack of full implementation of the security arrangements that came in the “Skhirat Agreement”.
