The Chairman of the Libya Institute for Advanced Studies, Dr Aref Nayed put forward an urgent initiative to establish peace in the capital, Tripoli; to immediately achieve a ceasefire by all parties; and for the United Nations to fulfill its obligations to protect civilians, in accordance with the relevant Security Council resolutions.
